WhatsApp has plans to bring animated emojis to enhance the messaging experience.

WhatsApp is working to bring animated emojis in a future update.
WABetaInfo spotted the feature, which is under development, in WhatsApp Desktop beta. The animated emojis will be designed using the Lottie library.
Unlike Telegram, the beta version of WhatsApp lacks an option to turn off the animation of the emojis which could annoy some users who prefer a cleaner messaging experience.
Although the feature is under development on the web and desktop client, WABetaInfo confirms it will be available on iOS and Android.
