Some ARKit3 features are restricted to the latest iPhones and iPads

ARKit 3 is part of the upcoming iOS 13 which will debut in September.

ARKit 3, which is part of iOS 13, will only be available to selected iPhone and iPad models. 

According to the fine print at the bottom of an Apple developer webpage, advanced features of ARKit 3 are only supported on devices with A12/A12X Bionic chips, ANE and TruthDepth camera. This limits the list of supported devices to the iPhone XR, XS, XS Max, 11-inch iPad Pro and 12.9-inch iPad Pro.

There are several processor-intensive features in ARKit 3 such as People Occlusion, Motion Capture, Simultaneous Front and Back Camera, and Multiple Face Tracking.

For example, People Occlusion makes AR experiences more immersive by automatically detecting humans in the scene and allowing AR objects to pass behind and in front of them. ARKit Face Tracking can track up to three faces at once to power front-facing camera experiences like Memoji and Snapchat.
