Gartner points to the displacement of low-end PCs, in mature and developed markets, by inexpensive tablets as the main reason for the continuing decline. For emerging markets, the tablet is seen as the choice device as many people defer from purchasing a PC. IDC states that the end consumer is facing difficulties adapting to the radical approach of touch-focused Windows 8 operating system, at the same time, the lower price points of tablets make them more attractive than PCs. On the contrary, a Gartner analyst disagrees with IDC's observation, and says that pinning the blame on declining PC sales to Windows 8 is unfounded.

All is not doom and gloom as IDC points to the recovering economy of the United States. As such, this situation may shore up PC shipment levels in the near future. Gartner notes the slowdown in decline of PC shipment in the US, for the second quarter, year-on-year. Despite this improvement for the US, both research firms highlight the risk of continual lower PC shipment numbers for the rest of the world.
