iOS 9.3 bug causes Safari to be unresponsive, Apple working on a fix

Besides bricking older iPad and iPhone models, iOS 9.3 is also causing Safari to be unresponsive or unable to open links for some users.

Two forum threads have been created in the Apple Support Communities highlighting the issues. Users complained that Safari cannot open any link in the search results and will freeze or crash. Others said that Google links no longer work on Safari. A disgruntled user checked with Apple Support Live Chat and the staff confirmed that the company is aware of the issue. Here's an excerpt from the conversation:

Apple is aware that there is an issue with the Safari becoming unresponsive. Apple is working extremely hard to release an update to resolve this issue. 

If you're facing this issue, there is a temporary fix for this. Users in these threads have suggested turning off Javascript. You can go to Settings > Safari > Advanced > Turn off Javascript. While this method works for some, others still encountered issues.
