To be exact, it's through an emulator program running on your browser.
The magic is all due to an emulator called Copy.sh.
Not only does it run Windows 98, it can also run some older OSes like Windows 1.01 and Linux 2.6. Considering our coding skills can easily be described as 'pathetic', we're mighty impressed by the technical wizardry needed to create something like this.
On top of emulating the OS, the emulator even gives you settings to tweak for RAM and VRAM, as well as boot order and the ability to emulate booting from a floppy or CD-ROM drive.
If you have back-ups of old school games like Doom, Duke Nukem 3D or X-Wing, you might want to give booting them a shot via the emulator, just to see if they work.
